
Under the Budapest Memorandum in 1994, the U.S., U.K., and Russia pledged to respect Ukraine’s independence and territorial integrity.
Now Russian drone warfare terrorizes cities and civilians throughout Ukraine, with more than 188 daily drone attacks on Ukraine since September 2025. (Drone threat has spilled over into Nato territory into Poland and Romania, Estonia and Denmark (Sept. 2025).
Despite this continuing drone warfare, refugee status for Ukrainians in the U.S. is in limbo. Uniting for Ukraine (U4U), the Humanitarian parole program launched under Biden April 2022, had granted two-year renewable parole to eligible Ukrainians in the U.S. However, beginning August 15, 2025, about 120,000 Ukrainians faced the possibility of the parole’s expiration. This would mean Ukrainian immigrants in the U.S. losing work authorization and deportation protection.
After Russia invaded Ukraine in February 2022, Trump said to Zelensky, “You should never should have started it. You could have made a deal.” Here’s the deal: In February 2025, Trump demanded 50% of Ukraine’s mineral resources as a “pay back” for the aid the US had already provided, and as a condition for ongoing support. (Ukraine’s resources include titanium, lithium, manganese, uranium, zirconium, graphite, natural gas and oil …) On April 30, 2025, the U.S./Ukraine mineral deal was signed, with Ukraine’s contributing 50% of future revenue from government-owned natural resources to the U.S, and the U.S.’ “long-term financial commitment to Ukraine’s economic stability.” The security guarantee that Zelensky had advocated for is absent.
Currently Trump is striving for mineral deals in Siberia as he “negotiates” peace between Ukraine and Russia.
