Under the Budapest Memorandum in 1994, the U.S., U.K., and Russia pledged to respect Ukraine’s independence and territorial integrity.
Currently, drone warfare terrorizes cities and civilians throughout Ukraine, with more than 200 daily drone attacks as of December 2025. Russian drones have also spilled over into Nato territory in Poland and Romania, Estonia, and Denmark. (Sept. 2025)
Despite horrendous drone warfare, refugee status for Ukrainians in the U.S. is in limbo. The Humanitarian parole program, “Uniting for Ukraine,” launched under Biden in April 2022, had granted two-year renewable parole to eligible Ukrainians emigrating to the U.S. However, under Trump, as of August 15, 2025, about 120,000 Ukrainians faced the possibility of the parole’s expiration. This threatens Ukrainian immigrants in the U.S. with the
loss of both work permits and deportation protection.
After Russia invaded Ukraine in February 2022, Trump told Zelensky, “You should never should have started it. You could have made a deal.” Here’s the deal: In February 2025, Trump demanded 50% of Ukraine’s mineral resources as a “pay back” for the aid the US has already provided, and as a condition for ongoing support. Ukraine’s mineral resources include titanium, lithium, manganese, uranium, zirconium, graphite, natural gas and oil. On April 30, 2025, the U.S, and Ukraine signed the mineral agreement for Ukraine to contribute 50% of future revenue from government-owned mineral resources to the U.S, and the U.S. to pledge “long-term financial commitment to Ukraine’s economic stability.” This is not the military guarantee that Zelensky had sought.
Trump is also striving for mineral deals in Siberia as he “negotiates” peace between Ukraine and Russia.
